尊敬的客户，

Recently, it has been noted that several shipments to Tanzania and Mozambique have been arranged for Telex Release with non-local Consignee and Notify Party.
We would hereby like to reiterate and reconfirm the port requirements for the above-mentioned destinations as follows:
近期，我司发现针对坦桑尼亚及莫桑比克港口的货物，存在较多以非当地收货人（Consignee）和通知方 （Notify Party）安排电放的情况。特此就上述两个港口的相关要求重申如下：

Condition 1:
If switching Bill of Lading elsewhere is involved, kindly ensure to complete the switch and change to a valid local Consignee and Notify Party before the amendment deadline at POD.
Failure to complete the switch bill of lading in time or provide compliant information may affect the cargo release.
情况一：涉及换单
若该票货物涉及换单操作，请贵司务必在目的港规定的更改截止期限前完成换单事宜，并确保提单上的收货人及通知方信息为真实、有效的当地公司信息。
逾期未完成换单或信息不符合当地要求，可能将直接影响后续放货操作。

Condition 2:
For shipments involving in transit by customers own, all the following three conditions must be strictly fulfilled:
情况二：客户自行安排转运
若客户自行安排转运，须同时满足以下条件：
The Consignee and Notify Party must be local entities of the final destination.
               收货人及通知方必须为转运国当地公司。
The cargo description must clearly and accurately indicate the relevant in transit clause approved by MSC.
              货物品名中必须完整、清晰、准确体现已批复的转运条款。

Important Note on Telex Release
电放特别提示

For any shipment requiring Telex Release, please ensure full compliance with the above requirements before submitting the application.
对于后续有电放需求的货物，请贵司务必在申请电放之前，确认已完全符合上述相关要求。

Otherwise, although Telex Release has been sent to POD, MSC at destination reserves the right to reject such Telex Release due to non-local Consignee and/or Notify Party or other non-compliance.
Any subsequent amendments, including but not limited to Telex Release cancellation and Bill of Lading amendment, as well as all related risks, liabilities, costs and delays, shall be solely for shipper’s account.
否则，即使电放指令已发送，目的港 MSC 仍会因收货人及/或通知方非当地原因拒绝接受该电放。由此产 生的后续更改（包括但不限于撤销电放、提单更改）以及相关风险、责任、费用及延误，
均由发货人自行承担。
